Direct Supervisor: Assistant Director
Tentative Hours: Monday-Friday, including a weekly evening and a monthly rotating Saturday
GENERAL STATEMENT OF DUTIES
An employee in this class performs as a senior department head under the immediate supervision of the Assistant Director and works directly with the administration in the development and implementation of region-wide special projects, long-range planning, and procedural improvements for the entire region. Duties are performed in support of the Library’s strategic plan and are evaluated through conferences and professional observations for soundness of judgment, innovation, and initiative in managing the assigned department.
EXAMPLES OF WORK
- Plans, organizes, and directs the overall activities of the Information Services department
- Interviews, selects, trains, supervises, and evaluates employees of the department, and provides effective leadership to independently performing professionals.
- Performs general departmental duties as required by the position, including, but not limited to, collection development, general reference, and maintaining statistical profiles.
- Oversees the preparation of programming to be presented to library patrons. Programming may be instructional, informational, or cultural and focuses on inspiring creativity, fostering learning, and engaging the community in support of the Library's strategic plan. Develops plans for upcoming programming and assists with marketing and evaluating the effectiveness of presented programs.
- May serves as a member of the Leadership Team and on special committees or task forces as assigned by the administration, and may represent the Library in statewide consortia or other outside professional groups or organizations.
- Assists in formulating, disseminating, implementing, administering, and revising policies and procedures as required.
- Participates with the administration in the development of the five-year strategic plan for the growth and operation of the Library. Assists the administration in establishing goals, plans, procedures, and objectives of the Library.
- Performs special projects as assigned by the Assistant Director or Director of Libraries and related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES
- Considerable knowledge of library routine and procedures in the area of assignment
- Supervisory experience
- Thorough knowledge of library techniques, technologies, and systems, as well as emerging digital formats and trends
- Ability to develop a varied, relevant, and balanced collection of materials
- Ability to plan, organize, and administer a public library department
- Ability to establish and maintain effective working relations with library personnel and patrons
- Effective communication by phone, e-mail, or in person in both one-on-one and group settings
- Ability to exercise initiative and independent judgment
REQUIREMENTS
- Master's Degree in Library Science from an ALA-accredited institution
- North Carolina Public Librarian Certification Eligibility
- North Carolina driver’s license acquired within 30 days of employment
- Background check and drug test prior to employment
WORKING CONDITIONS
Physical Demands: Job involves a considerable amount of movement and activity. Work routinely involves lifting or handling material weighing up to 30 lbs., using a computer, traveling to other work locations, and transporting materials and equipment related to programming and outreach services.
Mental Demands: This is high-level professional and technical work requiring sophisticated reasoning and independent judgment. Work is performed with minimal supervision and allows for significant discretion and variance in work routine.

GENERAL STATEMENT OF DUTIES
The Digital Navigator position develops programs, classes, and services that advance digital literacy skills. To further digital inclusion throughout the region, they will work with community partners and perform library outreach to identify community members who would most benefit from their assistance. Additionally, they provide first-line technical support, install/maintain hardware/software, handle helpdesk tickets, and perform routine system maintenance such as backups and updates, ensuring smooth daily operations and assisting staff with IT issues under the direction of the Information Technology Specialist.
EXAMPLES OF WORK
- Develops classes and services that advance digital literacy skills.
- Assists with the Digital Media Lab sessions.
- Contributes to outreach to promote digital literacy.
- Resolves hardware, software, and network issues for end-users via the helpdesk.
- Installs, configures, maintains, and troubleshoots computers, printers, scanners, Wi-Fi, and other equipment for staff and public use.
- Assists with network monitoring and security.
- Follows up with users to ensure their technical issues have been resolved.
- Supports the IT Specialist with projects, upgrades, the implementation of new technologies, and related work as required.
- Ensures all policies and procedures of the Neuse Regional Libraries are followed.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of computer hardware, software, and networking, as well as emerging digital formats and technology
- Ability to troubleshoot equipment and software to solve problems
- Capacity to establish and maintain effective communication and working relations with library personnel, the public, and vendors
- Ability to organize work and follow established procedures and work plans to meet scheduled deadlines
REQUIREMENTS
- Two (2) years of experience in technology management and/or digital literacy instruction, preferably supplemented by vocational training in computer technology and/or networking, or any equivalent combination of experience and training
- High school diploma
- North Carolina driver’s license acquired within 30 days of employment
- Background check and drug test prior to employment
