I. Propósito

La Junta de la Biblioteca Regional de Neuse ha adoptado la siguiente política de préstamo para informar al personal de la biblioteca y al público sobre los principios operativos de la biblioteca. Las bibliotecas regionales de Neuse, compuestas por todas las bibliotecas públicas de los condados de Lenoir, Greene y Jones, brindan acceso a su colección de materiales en préstamo a todos los ciudadanos de la región que cumplan con los requisitos de elegibilidad adoptados por la Junta de bibliotecas regionales de Neuse para el préstamo de materiales de las bibliotecas públicas. Como miembro del consorcio de recursos compartidos de Cardenal NC, la biblioteca ha acordado cumplir con todas las políticas establecidas por Cardenal NC para sus bibliotecas miembros.

II. Registro

Las tarjetas de biblioteca se pueden obtener en la sede o en cualquier sucursal del sistema de bibliotecas. Se requiere una identificación que verifique el nombre y la dirección actual. Las tarjetas de biblioteca se emiten por tres años y son renovables. Una identificación aceptable se define como una licencia de conducir válida de Carolina del Norte u otra identificación emitida por el gobierno con una foto y una dirección actual, o una
tarjeta de identificación oficial con foto y una factura de servicios públicos, cheques impresos, declaración de impuestos a la propiedad, correo cancelado y matasellado dentro de los 30 días o un contrato de arrendamiento escrito con una dirección actual.

 

A. Elegibilidad


Los siguientes personas son elegibles para solicitar tarjetas de biblioteca sin cargo:

1. Residentes de los condados de Lenoir, Greene o Jones

2. Residentes de las bibliotecas Cardenal NC como se detalla las políticas de Cardenal NC

3. Dueños de propiedades en los condados de Lenoir, Greene o Jones

4. Estudiantes o profesores de los condados de Lenoir, Greene o Jones

5. Propietarios de empresas o corporaciones existentes con licencia para operar en los
condados de Lenoir, Greene o Jones


B. Límites de préstamo


Los usuarios pueden tomar prestados materiales de la biblioteca de acuerdo con los límites
que se muestran en el Apéndice A, «Préstamo y renovación de materiales de la biblioteca».
Las excepciones pueden estar supeditadas a la aprobación de la administración de la
biblioteca.

 

C. Renovación de tarjetas de biblioteca


1. Las tarjetas de biblioteca de los usuarios son válidas por tres años. Los registros se
eliminarán del sistema a discreción de la administración de la biblioteca. Los registros
solo se eliminarán si las multas existentes son inferiores a la cantidad determinada por
la junta de la biblioteca..

2. Los usuarios pueden renovar las tarjetas de la biblioteca tres meses antes de la fecha
de vencimiento.

3. Los usuarios deben pagar todas las multas antes de renovar las tarjetas de la biblioteca.


D. Tarjetas de biblioteca perdidas o extraviadas

Las tarjetas de la biblioteca perdidas se pueden reemplazar en cualquier sucursal con una
identificación con foto y el pago de una tarifa establecida por la junta de la biblioteca. El
padre o tutor es responsable de reemplazar la tarjeta de un menor. Un usuario es
responsable de todos los materiales prestados registrados en su tarjeta hasta que el
usuario notifique a la biblioteca que la tarjeta se perdió..


E. Tarjetas de pago

Las personas que no cumplan con los requisitos de elegibilidad para una tarjeta de las
bibliotecas regionales de Neuse pueden recibir una tarjeta mediante el pago de una tarifa
establecida por la junta de bibliotecas. Esta cuota anual no reembolsable da derecho al
titular a todos los beneficios que brinda la biblioteca. Se debe presentar una identificación
válida para comprar una tarjeta de pago, y esa tarjeta debe renovarse anualmente.

F. Tarjetas institucionales

La biblioteca emite tarjetas institucionales; sin embargo, las tarjetas institucionales no se
emiten a través del departamento de préstamo o en una sucursal. Las empresas o
instituciones deberán solicitar la tarjeta institucional mediante carta dirigida al director de
bibliotecas en papel membretado oficial de la organización. La carta debe contener una lista
de usuarios autorizados y una declaración de responsabilidad. El director de bibliotecas
debe aprobar todas las tarjetas institucionales. Los tarjetahabientes institucionales son
elegibles para todos los servicios proporcionados por la biblioteca.

 

G. Tarjetas juveniles

La sede y todas las sucursales de las bibliotecas regionales de Neuse emiten tarjetas de
biblioteca para niños de 4 a 17 años. Un padre o tutor debe firmar el acuerdo de registro de
la biblioteca. El padre o tutor debe presentar en persona una identificación válida para
asegurarse de que será responsable de los materiales perdidos o dañados.


H. Tarjetas solo para uso de Internet

Las personas que no cumplan con los requisitos enumerados y que vivan en el área de las
bibliotecas regionales de Neuse por un tiempo limitado son elegibles para una tarjeta de
uso exclusivo de Internet mediante el pago de una tarifa establecida por la junta de
bibliotecas. Esta tarifa mensual permite a los usuarios usar Internet sin tener el privilegio de
préstamo de materiales. Se debe presentar una identificación válida para comprar una
tarjeta de uso exclusivo de Internet.

I. Libros electrónicos, audiolibros y revistas electrónicas

La biblioteca es miembro de un consorcio de recursos electrónicos a través del cual los
usuarios pueden consultar libros electrónicos, revistas electrónicas y audiolibros
electrónicos. La mayoría de los materiales se comparten con otros miembros del consorcio,
con algunas copias de títulos populares disponibles solo para los usuarios de las bibliotecas
regionales de Neuse. No todos los títulos están disponibles. Las solicitudes deben remitirse
al miembro del personal que compra los materiales digitales.

J. Cardenal NC

Los materiales que no están disponibles en una biblioteca dentro de las bibliotecas
regionales de Neuse se pueden solicitar a cualquier biblioteca miembro del sistema
Cardenal NC a través del catálogo de acceso público en línea (OPAC, por su sigla en
inglés) o a través del personal de la biblioteca. Por el contrario, los materiales de la
biblioteca están disponibles para ser colocados en reserva en cualquier otra biblioteca del
sistema Cardenal de Carolina del Norte después de un período de protección inicial de seis
(6) meses. Cualquier material prestado a través de Cardenal NC estará sujeto a los mismos
límites y tarifas de salida que los materiales locales, y está sujeto a cualquier política
adicional promulgada por el consorcio de Cardenal NC. Más información y políticas se

K. Responsabilidades de los usuarios

1. Los usuarios deben informar cualquier cambio de nombre, dirección, número de
teléfono o dirección de correo electrónico a la biblioteca de inmediato.

2. Un usuario debe presentar una tarjeta de la biblioteca o una identificación aceptable
para la recuperación de la cuenta con el fin de sacar materiales de la biblioteca.

3. Si un usuario pierde la tarjeta de la biblioteca, el titular de la tarjeta debe notificar a la
biblioteca de inmediato. Un usuario es responsable de todos los materiales prestados
(6) registrados en su tarjeta hasta que el propietario notifique a la biblioteca que la tarjeta
se ha perdido. La tarjeta de la biblioteca puede ser reemplazada por un cargo
establecido por la junta de la biblioteca.

4. La Biblioteca se reserva el derecho de negar el servicio a cualquier usuario cuando
exista duda razonable de que no sea el titular de la tarjeta presentada; los usuarios
deben presentar una identificación con fotografía aceptable en esta situación.

 

III. Préstamo y renovación de materiales bibliotecarios

A. Períodos de préstamo

El período de préstamo de materiales de la biblioteca se enumera en el Apéndice A:
«Préstamo y renovación de materiales de la biblioteca».

B. Renovaciones

1. Los materiales de la biblioteca que pueden renovarse se enumeran en el Apéndice A:
«Préstamo y renovación de materiales de la biblioteca».


2. Los titulares de la tarjeta de la biblioteca pueden renovar los materiales de la biblioteca
en persona, por teléfono o a través del OPAC (por su sigla en inglés) utilizando sus
números pin (por defecto, los últimos 4 números de sus tarjetas de la biblioteca).


3. Los materiales de la biblioteca pueden renovarse una vez si no se han colocado
reservas en el material.


4. Las renovaciones solo pueden otorgarse después de una solicitud directa del titular de
la tarjeta o de la parte responsable del titular de la tarjeta.

 

C. Reservas


1. Los materiales, excepto las publicaciones periódicas, pueden colocarse en reserva. Se
pueden reservar discos compactos de audiolibros, DVD con más de tres meses de
antigüedad y libros electrónicos. No se pueden reservar nuevos DVD. Los usuarios
pueden hacer reservas en persona, por teléfono, por correo electrónico o a través de la
interfaz automatizada del OPAC (por su sigla en inglés).


2. Los usuarios serán notificados por teléfono, correo postal, mensaje de texto o correo
electrónico cuando los materiales reservados estén disponibles.

D. Atrasos


1. Las bibliotecas regionales de Neuse rastrean activamente los materiales atrasados a
través de un procedimiento interno y externo debidamente aprobado. La biblioteca envía
avisos de materiales bibliotecarios vencidos tomados en préstamo de cualquier
instalación en el sistema de bibliotecas.


2. La biblioteca no cobra multas por atraso en materiales juveniles y para adultos jóvenes.
Los usuarios siguen siendo responsables del costo de reemplazo de los artículos
perdidos o dañados.


3. Una vez que un artículo tiene un día de retraso, el usuario no puede sacar otros
materiales hasta que se resuelva el asunto. Los usuarios con cobros vencidos no
podrán utilizar las tarjetas de familiares o personas a su cargo.


4. La biblioteca se reserva el derecho de cobrar las multas vencidas que fije el patronato
de la biblioteca sobre los materiales bibliotecarios retenidos más allá de la fecha de
vencimiento contratada.


5. La biblioteca se reserva el derecho de cobrar una tarifa para compensar el costo del
franqueo después de que se haya enviado un cierto número de avisos atrasados. La
junta de la biblioteca determinará el monto de la tarifa y el número de avisos antes de
que se cobre.


6. La decisión de emprender acciones legales o entregar la cuenta de un usuario a la
oficina de crédito local recae únicamente en el director de bibliotecas. El director de
bibliotecas podrá consultar con el patronato regional de bibliotecas de Neuse sobre
estos casos.


7. Todo el dinero recibido para el pago de multas vencidas se depositará directamente en
el presupuesto de las bibliotecas regionales de Neuse.

 

 

IV. Materiales y/o equipos de la biblioteca perdidos o dañados

 

A. Definiciones

1. Materiales de la biblioteca: Pertenencias de las bibliotecas regionales de Neuse que se
prestan al público.

2. Materiales perdidos: Cualquier material prestado no devuelto dentro de los 48 días de la
fecha de vencimiento.

3. Materiales dañados: Cualquier artículo devuelto dañado mientras estaba en poder del
prestatario.

 

B. Materiales perdidos


1. Los privilegios de la biblioteca al prestatario se revocarán automáticamente por falta de
pago de los materiales y/o equipos de la biblioteca perdidos o dañados.

2. La biblioteca, como fideicomisaria de los fondos públicos, se reserva el derecho de
buscar activamente, a través de todos los medios legales, la retribución de todo el
dinero adeudado a las bibliotecas regionales de Neuse cuando un prestatario posea
ilegalmente cualquier material de la biblioteca.

3. Todo el dinero recibido como pago por materiales perdidos o dañados se depositará
directamente en el presupuesto de las bibliotecas regionales de Neuse.

4. Las multas no se aplican cuando se pagan o reemplazan materiales perdidos que
circulan durante un período de tres semanas, como libros, periódicos, etc.


C. Devoluciones – Materiales


La biblioteca no aceptará materiales que hayan sido prestados por más de un año.


D. Reembolsos – Materiales perdidos


Los usuarios tienen seis meses a partir de la fecha de pago de los materiales perdidos para
ser elegibles para un reembolso por los materiales devueltos. El usuario debe tener su
recibo y el artículo devuelto debe estar en buenas condiciones. El jefe del departamento de
préstamo o el asistente del jefe del departamento deben aprobar el reembolso. El
reembolso será del 75 por ciento del monto pagado originalmente por el usuario. La oficina
comercial procesará el reembolso.


E. Materiales de Cardenal NC


Los materiales prestados de otras bibliotecas del sistema Cardenal de Carolina del Norte
están sujetos a las mismas políticas con respecto a los materiales perdidos y dañados.

 

V. Privacidad de los registros de préstamo

 

A. Los registros de préstamo no se pondrán a disposición de nadie, excepto de conformidad
con dicho proceso, orden o citación, según lo autorice la ley.


B. Una vez recibido dicho proceso, orden o citación, se consultará con el funcionario legal
asignado a la biblioteca para determinar si dicho proceso, orden o citación está en buena
forma y si existe una buena razón para emitir esos documentos.


C. El proceso legal que requiere la producción de registros de préstamo será normalmente en forma de citación duces tecum, requiriendo que el jefe del departamento de préstamo asista al tribunal para dar su declaración y puede requerirle que presente ciertos registros de
préstamo designados.


D. Cualquier amenaza o demanda no autorizada (es decir, aquellas que no estén respaldadas por un proceso, orden o citación) con respecto a los registros de préstamo se informará al director de bibliotecas, quien a su vez puede notificar a la junta de la biblioteca o buscar asesoría legal.


E. Cualquier problema relacionado con la privacidad de los registros de préstamo no previsto
en los cuatro párrafos anteriores deberá ser referido al director de bibliotecas, quien a su
vez lo notificará a la junta de bibliotecas.

 

VI. DVD, libros electrónicos y equipos

 

A. Préstamo de DVD


1. El usuario debe tener una tarjeta de biblioteca válida. Los usuarios deben tener 18 años
o más para sacar DVD.

 

2. A partir del octavo día después de la fecha de devolución, se cobrará una multa por
retraso por día por DVD. La multa será fijada por el patronato de la biblioteca.

 

3. Un usuario no puede renovar préstamos de DVD.

 

4. DVD se prestan por siete días.

 

5. El usuario puede sacar solo siete DVD al mismo tiempo.

 

6. Al usuario no se le cobrará por los reemplazos si se prestan DVD mezclados o dañados
a los usuarios.

 


B. Préstamo de recursos electrónicos


1. El usuario debe tener una tarjeta de biblioteca válida sin multas ni tarifas para consultar
recursos electrónicos.

 

2. El usuario puede encontrar instrucciones sobre cómo acceder a los recursos
electrónicos de la biblioteca en el sitio web de la biblioteca.

 

3. Los tiempos de préstamo de los recursos electrónicos varían, pero generalmente los
usuarios tienen la opción de circular durante siete (7), catorce (14) o veintiún (21) días.

 

4. Los préstamos de libros electrónicos no se pueden renovar.

 

5. Todos los libros electrónicos se devolverán automáticamente. Los usuarios pueden
devolver los libros temprano como cortesía con otros usuarios en la reserva.

Enunciación de la política:

 

Las Bibliotecas Regionales de Neuse están diseñadas para ser un lugar seguro y cómodo para todos los miembros del público. El siguiente código de conducta está destinado a proteger los derechos y la seguridad de los usuarios de la biblioteca, proteger los derechos y la seguridad de los miembros del personal y preservar y proteger los materiales, instalaciones y propiedades de la biblioteca.

 

El Código de Conducta de la Biblioteca Regional de Neuse respalda uno de los objetivos establecidos del plan estratégico de la biblioteca al garantizar el acceso sin restricciones a diversas colecciones, recursos y servicios para todos los miembros de la comunidad en un entorno seguro.

 

Definición y alcance:

 

Se les pedirá a los usuarios que exhiban un comportamiento perturbador en la biblioteca que sigan las normas que figuran en el Código de Conducta. Se les pedirá a los usuarios que continúen causando un comportamiento perturbador que abandonen las instalaciones de la biblioteca.

 

El comportamiento perturbador generalmente se define como «cualquier comportamiento de un usuario que interfiera con el funcionamiento normal de la biblioteca o con la capacidad de otro usuario de usar la biblioteca».

 

El director de bibliotecas y otros miembros del personal a quienes el director de bibliotecas delegue autoridad (y que estén de servicio en ese momento) tendrá la responsabilidad de hacer cumplir el Código de Conducta y determinar cuándo el comportamiento en la biblioteca es inapropiado.

 

Reglamento:

 

Los siguientes tipos de comportamiento perturbador no serán tolerados en la biblioteca:

 

  1. Cualquier comportamiento que ponga en peligro la seguridad o la salud de los demás.
  2. Violación de cualquier ley local, estatal o federal.
  3. Vandalismo o destrucción deliberada de materiales de la biblioteca.
  4. Robo de materiales de la biblioteca o de la propiedad personal de los usuarios y del personal. También está prohibido llevar sin autorización materiales de la biblioteca al vestíbulo o a los baños.
  5. Uso de lenguaje o gestos abusivos o intimidantes para los usuarios o miembros del personal.
  6. Comportamiento que sea deliberadamente molesto, acosador o amenazador hacia otra persona (El acoso se define como cualquier acción tomada o situación creada intencionalmente para producir incomodidad psicológica o física, vergüenza o ridículo. El acoso se caracteriza por solicitudes de contacto sexual, avances físicos no deseados o conducta [verbal o física] de naturaleza intimidante, degradante, hostil, ofensiva o potencialmente peligrosa para sí mismo o para otros).
  7. Uso del área de adolescentes, la biblioteca infantil y/o los baños infantiles por parte de los usuarios que no sean sus padres o tutores. Los adultos interesados ​​en la literatura para adultos jóvenes o niños también pueden acceder a estas colecciones.
  8. Solicitudes de cualquier tipo y/o pedir firmas sobre peticiones sin la aprobación del director de bibliotecas.
  9. Monopolización de recursos de la biblioteca o del tiempo del personal.
  10. Uso del teléfono de la biblioteca para asuntos personales, a menos que se esté en una emergencia o una solicitud de transporte.
  11. Hablar fuerte, reírse o usar equipos de audio o teléfonos celulares que perturben o que pueden perturbar a otros usuarios.
  12. De acuerdo con la Ley sobre Estadounidenses con Discapacidades (ADA por su sigla en inglés), los animales de servicio son bienvenidos y permitidos en todas las bibliotecas regionales de Neuse. Según la ADA, los animales de servicio son perros o caballos en miniatura entrenados individualmente para trabajar o realizar tareas para un individuo con discapacidad. No se permiten otros animales.
  13. Uso de aparatos con ruedas dentro de la biblioteca o en los terrenos de la biblioteca, excepto en áreas designadas, incluidos, entre otros, el uso de patinetas y bicicletas. Estas restricciones no se aplican a dispositivos de asistencia ADA o cochecitos para bebés.
  14. Bloquear pasillos, puertas, escaleras o rampas. Los objetos grandes, como los carros y el equipaje, no pueden llevarse a las instalaciones de la biblioteca. Los usuarios de la biblioteca deben mantener en todo momento sus pertenencias personales con ellos.
  15. Vestido inapropiado o no usar una camisa o zapatos en la biblioteca.
  16. Deambular en las instalaciones después del cierre.
  17. Uso de alcohol, cigarrillos, dispositivos de vapeo o sustancias ilegales en la propiedad de la biblioteca.
  18. Traer comida o bebida a las áreas de computadoras o de videojuegos. Las bebidas en recipientes cerrados, como tazas cubiertas, latas o botellas de agua y bocadillos envasados ​​que sean consumidos por un individuo (galletas, panecillos, etc.) están permitidos en áreas públicas. No se permiten comidas (como pizza o comida rápida) en áreas públicas.
  19. No mantener un nivel de limpieza personal lo que impida que los usuarios de la biblioteca disfruten de su uso de la biblioteca. Está prohibido realizar higiene personal, incluido el afeitarse o lavar la ropa en los baños.
  20. Otros tipos de comportamiento considerados inapropiados en la opinión del director o los miembros del personal designados.

 

El personal de la biblioteca se reserva el derecho de pedirle a un usuario que abandone la biblioteca por cualquiera de las razones mencionadas anteriormente.

 

Procedimiento:

 

La aplicación de estas normas puede hacerse de cualquiera de las siguientes formas, dependiendo de la gravedad de la mala conducta, que será determinada por el personal de servicio en ese momento. Estos procedimientos disciplinarios son pautas. Prohibición permanente de usar la biblioteca:

 

Los usuarios que participen en comportamientos perturbadores repetidos que interfieren con el uso de los demás usuarios de las bibliotecas regionales de Neuse o de la operación general de las bibliotecas o participen en comportamientos que violen la ley se les puede prohibir permanentemente el uso de las instalaciones de las Bibliotecas Regionales de Neuse. I. Introduction

 

 

A. Purpose of the Policy

The Neuse Regional Library Board has adopted the following Collection Development Policy to guide library staff and to inform the public about the principles upon which the library’s collections are developed and maintained.



B. Description of the Library

The Neuse Regional Library is a public library system with its Headquarters at the Kinston-Lenoir County Public Library and locations in La Grange, Pink Hill, Snow Hill, Trenton, Pollocksville, Maysville, and Comfort.  Widely recognized as one of the leading public library systems in North Carolina, the Library serves a diversified population of more than 90,000 people living in Lenoir, Greene, and Jones Counties in North Carolina.



C. Intellectual Freedom

The Neuse Regional Library’s patrons represent a wide variety of cultural, educational, ethnic, religious, political, and economic backgrounds.  The Library is committed to providing access to materials and information sources that reflect and respond to the nature and diverse interests of the population it serves.  The Library’s role is to make ideas and information accessible to everyone. It does not endorse every idea or information resource by including them in the collection or by providing access to them electronically.  The Library does, however, support each person’s right to access them.

The Neuse Regional Library Board affirms its commitment to making available the widest possible diversity of views and modes of expression, including those that may be thought unusual, unorthodox, or unpopular.  The resources to which the Library provides access, regardless of format, are available equally to all the population and are not restricted to anyone or controlled beyond what is required to protect materials from theft or damage.  Individuals, regardless of age, may select and use materials and access information for themselves. Only parents and legal guardians may restrict their children’s – and only their children’s – access to library materials, resources, and services.  The freedom of others to read, listen, view, and inquire may not be restricted.

The Library does not create labels for materials except for those that indicate where or how an item is to be shelved.  Neither does the Library rate materials. Labels and ratings on an item that is received from a publisher or producer, however, are considered an integral part of the item and are not removed or altered.

In carrying out its mission to provide and promote access to information, the Library is guided by the American Library Association’s Library Bill of Rights and Freedom to Read Statement.  The most recent versions of these documents may be found on the American Library Association’s Office of Intellectual Freedom website at:

D. Collection Development Objectives


The collection development objectives of the Neuse Regional Library are as follows:

  • To ensure that the Neuse Regional Library collection fulfills the needs of all segments of the population for information and materials.

  • To provide timely access to materials for patrons

  • To strive for a collection that is balanced, comprehensive, and of adequate size, quality, and diversity to meet the needs of its users

  • To ensure that all parts of the collection are up-to-date, attractive, and well maintained

  • To provide materials and programming for children and adolescents in order to encourage and promote continued use of the Library

  • To increase the involvement and knowledge of the entire staff in collection development and management

  • To provide an information resource for selection to librarians, public service staff, and others interested in the collection

  • To strive to provide a balance of viewpoints on all subjects in its collections

  • To employ collection usage statistics to ensure an optimal allocation of the materials budget

  • To keep abreast of technological changes which affect the development of the collection

  • To continually evaluate present formats and to identify new formats that will make the collection more valuable to patrons

  • To maintain a virtual collection of resources that is accessible twenty-four hours a day, seven days a week

  • To explore partnerships and consortiums with other libraries that can potentially increase the amount of materials available to patrons

 

 

II. Selection Process

 

 

A. Responsibility for Selection


Library staff members select library materials after consulting professional review media, and they consult with each other to review the needs of the community as documented in circulation statistics and requests.  Library staff members and the general public may recommend materials for consideration. Selection decisions are professional in nature and based upon principle rather than personal opinion, reason rather than prejudice, and judgment rather than censorship.  The final responsibility for materials selection rests with the Library Director, who operates within the framework of policies determined by the local library boards and the Neuse Regional Library Board.

 

B. Special Consideration


The decision on any situation concerning the inclusion of certain materials within the Neuse Regional Library collection not covered by this Collection Development Policy shall rest with the Library Director who, working under the directives and advice of the regional and local library boards, will render a decision based on the merits of each case.

 

C. Selection Tools


Tools used in selection include professional journals, trade journals, subject bibliographies, select online resources, publishers’ promotional materials, and reviews from reputable sources.  Purchase suggestions from patrons are encouraged and provide librarians with useful information about interests or needs that may not be adequately met by the collection. Final decisions on patron suggestions will be governed by this Collection Development Policy in making additions to or deleting items from the collection.

 


III. Criteria for Selection

 

A. General

 

Library materials are selected to meet the informational, educational, recreational, and cultural needs and interests of the community.  The Library will attempt to represent all approaches to public issues of a controversial nature. The Library does not sanction particular beliefs or views, nor is the selection of any given item equivalent to an endorsement of the author’s viewpoint.  An item, however, need not meet all of the criteria in order to be acceptable. If a scarcity of information in a particular subject area exists, material in that area may be selected, even though it does not meet the usually applied standards. The Library may purchase or accept donations of self-published books if they are positively reviewed in professional journals, or if they highlight unique local information and meet the standard of professional high quality content.  Anticipated demand, community interests, strengths and weaknesses of the existing collections system-wide, availability, physical space limitations, acquisitions procedures, and available budgets are all factors taken into consideration. Materials are acquired in multiple formats when appropriate, including print, audiovisual and digital resources. Highest selection priority is given to those materials in formats having the broadest appeal.

 

B. Nonfiction Selection Criteria

 

The Library acquires materials of both permanent and current interest in all subjects based upon the merits of a work in relation to the needs, interests, and demands of the community.  Each item is evaluated in its entirety and not on the basis of a particular section. While a single standard cannot be applied to each work, the following general criteria are to be considered when selecting nonfiction materials for purchase:

  • Authoritativeness of the writer and reputation of the publisher

  • Accuracy of information

  • Impartiality of opinion, or clearly stated bias

  • Favorable reviews or inclusion in basic collection guidelines

  • Timeliness of data

  • Adequate breadth and depth of coverage

  • Appropriateness and relevancy of subject to the Library’s users

  • Popular demand

  • Historical value

  • Availability of similar material within the community and other area libraries

  • Good quality illustrations

  • Special features, such as bibliography and index

  • Durable binding and paper

  • Cost

  • Relationships to existing materials in the collection

  • Local author or illustrator

 

C. Fiction Selection Criteria


Works of contemporary fiction, best sellers, genre fiction, graphic novels, and classic works of enduring value are included in the collection.  Fiction is selected according to the following criteria:


  • Popular demand

  • Reputation of the author and publisher

  • Appropriateness to the Library’s users

  • Favorable reviews

  • Importance as a document of the times

  • Relationship to the existing collection and to other titles and authors dealing with the same subject

  • Interest and originality of the plot

  • Interest and development of the characters

  • Style of writing

  • Literary or artistic merit

  • Inclusion in standard library bibliographies

  • Availability of similar material within the community and other area libraries

  • The physical qualities of the book

  • Cost

  • Whether a title is part of an existing series

  • Local author or illustrator


D. Reference Materials Selection Criteria



Reference materials, whether in print or digital formats, are those designed by the arrangement and treatment of their subject matter to be consulted for definite items of information rather than to be read consecutively.  They can provide quick, concise, and current information; or they may serve as an index to other materials in the collection.


In selecting additions to the Reference Collection, the primary criteria are the Library users’ informational needs and the format in which it is available.  Digital reference resources may be preferred over print publications in some instances. These decisions will be based upon cost, content, currency, and ease of use.  In addition to the general selection criteria mentioned above, the following must be considered in acquiring materials for the Reference Collection:

  • Favorable reviews or inclusion in basic Reference Collection guidelines

  • Thoroughness of coverage

  • Reputation of the author or publisher

  • Importance of subject matter to the collection

  • Unavailability of information from other sources

  • The expense of ongoing maintenance, especially in the case of serial publications that will require frequent updating



Reference resources are non-circulating and are distributed across the library system following the guidelines of the tiered system of information delivery.  Items not generally considered reference materials may be designated reference to assure their availability, to protect them from theft, or because they provide information not available in other formats.


E. Children's Materials Selection Criteria

 

The Children’s Collection, which serves children through age 12, as well as their families and teachers, focuses on highly recommended picture books for preschoolers and on popular reading for children of school age.  The Neuse Regional Library cooperates with the local elementary school libraries so that the services offered complement each other. The Library also partners with other libraries and the State Library of North Carolina to provide shared access to a large number of eBooks and eAudiobooks. The Children’s Collection includes Accelerated Reader materials and a variety of resources in different formats to help children with school assignments.  The collection for children is carefully chosen with the emphasis on materials that entertain, stimulate the imagination, develop reading ability, and enable children to learn about the world around them.  Materials included in the children’s collection are:

 

  • Juvenile fiction

  • Juvenile nonfiction

  • Juvenile biographies

  • Juvenile paperbacks

  • Juvenile foreign language books

  • Juvenile magazines

  • Easy Reader books

  • I Can Read books

  • Award-winning books

  • Holiday books

  • Board books

  • DVDs

  • Computer software and games

  • Story Time kits

  • eBooks and eAudiobooks

 

Selection criteria for children's materials include:

 

  • Age and interest appropriate content and presentation

  • Emphasis on quality, critically acclaimed materials as demonstrated by awards, specialized bibliographies and/or reviews

  • Quality and aesthetics of illustrations to stimulate the imagination

  • Awareness of the curriculum-based needs of public, private, and home school students

  • Information and stories that represent a spectrum of family styles and values

  • Materials that represent the richness and diversity of the local and world community

  • Materials that meet the particular developmental needs of youth at different ages. The Library believes that individuals may reject materials that they find unsuitable for themselves or their children, but cannot make those decisions for others.  Parents who wish to limit or restrict the reading of their own children should personally oversee their children’s selections.

F. Young Adult Materials Selection Criteria

The Young Adult Collection focuses on patrons 13 to 18 years of age with awareness of the variety of interests, backgrounds, reading, and developmental levels within this age group.  Plot, characterization, theme, writing style, and appropriateness for the YA reader are taken into account. Emphasis is on books that widen the boundaries of adolescents’ thinking, enrich their lives, and help fulfill their recreational and emotional needs.  Young Adult fiction paperbacks and hardbacks are shelved separately in the Headquarters Library Young Adult area and at some branches.  Young Adult non-fiction books are interfiled with the adult collection.  The Library also provides a separate School Reader Paperback Collection in support of area school reading lists.

The Library prioritizes to meet the curriculum needs of young adults for up-to-date information on research paper topics, careers, colleges, college testing, science fairs, literary topics, etc. within budgetary limitations.  Books ordered for the School Reader Paperback Collection include books on school reading lists. Graphic novels and popular high demand young adult fiction titles and series are also shelved in the YA Area system-wide. Persons in this age group are of widely varying levels of maturity and interests.  It is the responsibility of parents to decide if an item is suitable for their child.

 

G. Special Selection Criteria for Selected Areas of the Collection

 

  1. Human Reproduction and Sexual Behavior

    This collection will include complete information clearly presented in a straightforward, unbiased manner about all aspects of human sexuality.  The purpose of this collection is to provide accurate information in accessible language.  Illustration is explicit to any degree necessary to communicate information clearly to all library users.  Erotica and pornography are not included in this collection.


    This material will be cataloged, shelved, and circulated in the same manner as material about other subjects, without special labels or restrictions.  Supervision of the use of such materials is beyond the Library’s right and mandate and will not be practiced. Selection of adult material will not be restricted by the possibility that the materials may come into the possession of minors.  The responsibility for a child’s use of library materials, regardless of format or content, lies with the parent or legal guardian, not the Library. Children’s collections will contain individual materials in a range of reading levels, treatments, and comprehensiveness.  Materials are selected both for use by parents with their children and by children themselves. The emphasis will be on works giving complete, accurate information in an age-appropriate format.


  2. North Carolina Reference Collection

    The North Carolina Reference Collection, housed in the Bizzell Local History Room at the Headquarters Library, with smaller collections at several branches, brings together historical, statistical, and limited genealogy materials on North Carolina, with an emphasis on Lenoir, Greene, and Jones Counties.  It provides specialized information for the study of North Carolina and local history as well as state and local government and politics. This collection is available for browsing but does not circulate. Selection criteria include the following considerations:

    Budget constraints

    Present and potential relevance to the community

    Patron requests

    New works

    Electronic/Internet availability

    Since this collection is archival, materials are discarded judiciously.  Materials are weeded only for the most obvious physical wear or inaccuracies and are repurchased if available.


  3. Branch Collections


    The branches will concentrate on popular and current materials and will rely upon the Headquarters Library collection to supply in-depth information and retrospective materials.  Since the various branches serve people with a wide range of interests, each branch will select materials with its patrons in mind.  In making their selections, branch selectors will not be limited to materials in the Headquarters Library


  4. The Henry Pearson and Art Study Club Collections


    The Neuse Regional Library is privileged to host a special collection of reference books on painting, sculpture, drawing, photography, architecture, anthropology, poetry, and drama that have been donated to the Library by Mr. Henry Pearson, the Art Study Club, and others.  This non-circulating collection devoted to numerous facets of the humanities and fine arts is housed in the Camnitz Art Study Room at the Headquarters Library.


  5. Foreign Language Collection


    The Library purchases books, and audio-visual materials for the informational, educational, recreational, and cultural needs and interests of patrons whose native language is not English.  These materials are shelved separately in the Foreign Language area at the Headquarters Library and are shelved separately at some branches. Books and audio-visual materials are also provided for English speaking patrons who wish to learn a foreign language.


H. Collection Development Policies for Other Formats


  1. Audio-Visual Materials

    The Library recognizes the cultural, educational, and aesthetic impact of audio-visual media on the public; therefore, it maintains a well-rounded collection of non-print materials to complete the Library’s total media collection.   The Library’s audio-visual materials consist of DVDs, compact discs (spoken word and music), eAudiobooks, and games.  The Library’s audio-visual collection supports the American Library Association’s Freedom to View Statement.  The Library strives to provide a diversity of viewpoints without the constraint of labeling or prejudging materials on the basis of moral, religious, or political beliefs of the producer or on the basis of controversial content. Criteria for selection include the following standards:

    Popular demand

    Technical quality of audio and visual reproduction

    Presentation or experience that is unique to format and provides an alternative to print

    Significance of performance or diversity in interpretation

    Critical acclaim as demonstrated in awards, nomination for awards, and/or review by the performing arts community

    Suitability to be circulated or housed in a sturdy, safe, and convenient manner

  2. Periodicals and Newspapers

    Periodicals are publications issued and received on a regular basis to keep the Library’s collection up-to-date on current issues to serve the informational, educational, recreational, and cultural needs of the community.  Browsing collections of periodicals and online magazines available through RBDigital are selected to meet the community’s interest and are available at most branches.  Most periodicals are retained for the current year only. Requests for periodicals that fall outside the scope of the collection may be filled through online databases in NC LIVE or through NC Cardinal.


    Selection of periodicals is based on the following criteria:

    Appeal to the general interest reader

    Accessibility of a title’s contents through indexes

    Accuracy and objectivity of the editors and contributors

    Patron requests

    Preservation of a balanced viewpoint within the collection


    Online periodical databases (available at all locations and by remote access) are selected to meet a wide spectrum of user needs and interests.  Emphasis is placed on ease of use, amount of full text, currency, consistency of accessibility, number of titles relevant to user interest, quality and relevancy of indexing, and cost-effectiveness.

    Newspapers are selected to provide local, state, regional, and national coverage.  Local newspapers, as well as a selection of regional and national titles, are purchased.  Issues are retained for one month. Many of the newspapers received by the Library are also available online.


  3. Electronic Resources

    The Library continually assess new and evolving electronic media and evaluates the capabilities and enhancements that these media offer over existing formats. Electronic titles and/or services are intended to supplement and, in some cases, replace print materials.  The selection of material in any new format may result in the Library’s decision to retire specific items or material formats from its collections in order to accommodate trends or user demands and/or changes in technology. As technology advances and the Neuse Regional Library community changes and develops, the Library will be both a physical resource and a virtual presence in the lives of every citizen in Lenoir, Greene, and Jones Counties.

    When deciding whether to replace or augment existing formats with new media, the following factors are considered:

    Currency and frequency of maintenance

    Anticipated demand

    Unavailability of information through NC LIVE or other partnerships/consortia

    Accessibility (equipment and/or space to utilize product effectively)

    Ease of use of the product

    Timeliness

    Quality of the product

    Accessibility of the information to multiple, concurrent users

    Technical requirements to provide access to the information

    Technical support and training

    License agreement requirements and vendor support

    Library technical support capability

    User friendliness

    Relationship to the existing collection

    Staff requirements for processing, maintenance, and training

    Enhancement of the print equivalent (if any) in terms of speed, flexibility

    Continued access to retrospective information when necessary or desirable

    Reduction of space requirements over print products

    Reduction in number of copies of a print source when purchased for multiple locations

    Cost

    eBooks are made available to patrons through the CloudLibrary and NCLIVE.  eAudiobooks are available through NCLIVE and RBDigital. eMagazines are available through RBDigital.


  4. Library's Website

    a. Description

    The Neuse Regional Library maintains a website to meet the general informational, educational, recreational, and cultural needs of the Library’s diverse community.

    b. Influencing Factors

    Links to free online resources from the Library website are selected to broaden, enrich, and complement the Library’s print and audio-visual collections.

    Sites are evaluated according to their credibility, quality, and usefulness in order to support the needs and interests of the Library’s patrons and staff.  The Library cannot be held responsible for the content of linked websites, which may change rapidly and unpredictably.

    c. Selection

    Selection of online resources linked from the Library’s website is based on reviews and recommendations from professional journals and staff.  Sites are selected after considering the following factors:


    Access

    - Stable


    - No fees required

    - Consistently available

    - Free of know security risks (spyware, virus, etc.)

    - Does not rely on unstable practices (e.g., pop-ups)


    Design

    - Well organized

    - Includes clear instructions

    - Easy to use

    - Uncluttered and cleanly designed

    - Features graphics that enhance the content

    Content

    Authoritative

    - Documented, accurate, verifiable

    - Timely and updated regularly

    - Preferential to educational, governmental, and non-profit organizational sites

    - Contains appropriate subject matter


    d. Retention and Weeding

    Linked sites will be reviewed periodically for access, design, and content.  If a site no longer meets the selection criteria, or is inactive or out-of-date, it will be removed.

    e. Development Plan

    The Neuse Regional Library’s website will continue to change in response to the ever-changing nature of the Internet.  The website should not grow beyond the number of links that can be maintained in a timely manner.


I. Standing Orders

Titles on standing order have two characteristics in common.  They are seldom reviewed in professional journals, and they are important enough to the collection that receiving them automatically without evaluating individual volumes is better than missing them.  The majority of these are reference materials or current fiction. Standing order and subscription titles are placed directly with the publisher or vendor or with a book jobber to ensure ready availability of current titles.

Standing order and automatic continuation titles are re-evaluated annually.  Titles may be cancelled, new titles added, or the number of copies adjusted to accommodate patron interest and demand.

 

IV. Maintenance of Collection

 

A. Weeding

The Library’s collection of resources, regardless of format, is continually and systematically reviewed, evaluated, and weeded to keep it responsive to patron’s needs, to ensure its vitality and usefulness to the community, and to make room for newer materials.  Weeding is the regular on-going and systematic evaluation process whereby library materials are withdrawn from the collection based on specific criteria. Under the direction of department heads, delegated staff are responsible for determining which resources need to be weeded as well as which ones will be repaired, updated or replaced.  The collection review process includes the following factors:


  • Ability to satisfy the needs and interests of the community

  • Obsolescence of information

  • Number of copies in the collection

  • Number of circulations, requests and reserves over a set period of time

  • Adequacy of other resources in the subject area to meet patrons’ needs

  • In-print status

  • Ease of replacement by purchasing another copy or a similar resource

  • Availability of the resource or information outside the Library, including whether it can be accessed or checked out, through NC Cardinal or online.

  • Available space

  • Appearance in standard lists


The Library selectively repairs materials in poor physical condition.  Duplicate copies of titles are removed from individual branch collections and from the collection as a whole when they are no longer being frequently used.  Resources not frequently used at one branch may be rotated to another branch. Items that have gained historical significance, assumed reference value, or increased dramatically in value may be considered for inclusion in special collections.  Materials withdrawn from the Reference Collection that retain informational value may be transferred to the Circulating Collection. Materials that no longer meet expectations for the collection are discarded, and the record for them is deleted from the Library’s catalog.  They are then offered to the public through one of the Library’s book sales. Some items, including those in extreme disrepair, may be disposed of. The Library does not accept requests to hold weeded materials for individuals.




B. Duplicates


Materials which are in great demand and selected titles on current events and issues may be duplicated.  Multiple copies are purchased when five or more reserves are placed per item. Paperbacks or gift books may be used to supplement further demand.



C. Replacements



Materials are withdrawn from the collection due to wear, damage, dated information, or low demand.  These materials are not automatically replaced with the same titles, though they may be replaced with a newer title.



D. NC Cardinal



As a member of the NC Cardinal Consortium, the Neuse Regional Library System is able to offer its patrons free access to millions of books across North Carolina. While access to this consortium does not replace existing collection development practices, it does provide additional resources to patrons through shared resources across the consortium. Requests can be made by patrons through the Library’s online public access catalog (OPAC) or through library staff. More information and policies can be found at the State Library’s website for NC Cardinal, The Nest (http://statelibrary.ncdcr.libguides.com/thenest).


E. Reserves

Any materials in the collection, other than reference materials, periodicals, and some audio-visual materials, may be reserved.  Duplication is considered on the basis of one copy for every five reserves.

 


V. Gifts

 

A. General

 

The Neuse Regional Library gratefully accepts gifts of library materials, monetary contributions, or donations of real property under the terms of the Donation of Materials Agreement (Appendix C).  The Library will accept donations of stock, but it will be required to sell the stock upon receipt. The Library appreciates flexibility in the use of the monetary donation; however, it will, whenever possible, purchase particular materials or books on certain subjects that are requested.  All gifts are tax deductible. The Library will provide the donor with a letter of acknowledgement, upon request, to serve as a tax receipt. The Library does not place a value on material donations. The Library will not accept newspapers, magazines, or items contaminated by insects, mold, mildew or hazardous materials as donations.  Miscellaneous items are accepted at the discretion of the Library Director. Upon the recommendation of the Library Director, the Library Board will consider all other donations, such as photographs, artwork, furniture, etc., on an individual basis.  No donated materials are accepted unless given to the Library without restriction. Once accepted, the donated materials will be evaluated according to the Library’s selection criteria. If donated items are not added to the Library’s collection, the Library reserves the right to either sell them at library book sales or to otherwise dispose of them.  Proceeds from library book sales are used to supplement the Neuse Regional Library book fund. Exceptions to this gift policy may be approved by the Library Director.

 

B. Books Donated in Honor/Memory

 

Books or other library materials may be donated in honor/memory of a friend or relative, and are marked with a special bookplate.  Materials that are both appropriate to the collection and relevant to the memory of the deceased or honored may be requested. A thank you card will be sent to the donor, and, when appropriate, a notification card will be sent to the family of the deceased or person being honored, acknowledging the receipt of the gift.  A copy of the Neuse Regional Library System Gifts and Donations form is appended to this policy. When an item donated in honor/memory is no longer needed, it will be disposed of in the same manner as purchased materials.

 

VI. Reconsideration of Library Materials

 

A singular obligation of the public library is to reflect within its collection differing points of view.  The Neuse Regional Library System does not endorse particular beliefs or views, nor does the selection of any item express or imply endorsement of the viewpoints of the author.  Library materials will not be marked or identified to show approval or disapproval of the contents, nor will items be sequestered, except for the purpose of protecting them from theft or damage.  It should be recognized that some materials chosen may be offensive, shocking, or boring to some readers but may be meaningful or significant to others. Works being considered should be viewed as a whole, not in isolated parts.

Comments from members of the community about the collection or individual items in the collection frequently provide librarians with useful information about interests or needs that may not be adequately met by the collection.  The Library welcomes expression of opinion by patrons, but will be governed by the Collection Development Policy in making additions to or deleting items from the collection.

Patrons who request the reconsideration of library materials will be asked to put their requests in writing by completing and signing the Request for Reconsideration of a Library Resource form.

Upon receipt of a formal written request, the Library Director will consult with the Collection Development Committee as to criteria used in ordering the material in question, its place in the collection, and reasons for having the material in the collection.  Outside consultants may be asked for additional information as is pertinent to the subject in question.

The Library Director will study the information provided by the Collection Development Committee and may forward the request for reconsideration to a Neuse Regional Library Board Book Review Committee appointed by the Chairman of the Board.  A written response with the final decision will be made within 60 days to the person who initiated the request for reconsideration.

Display of Materials

 

POLICY #2018-09

 

 

The library is a public forum for ideas and information. Access to ideas and information is fundamental to our social, political and cultural heritage.  However, the Library has very little available space for printed display. In order to avoid the perception of sponsorship or endorsement of other organizations, individuals, religious groups or political entities, the Library will not display promotional materials submitted by the public, unless special authorization is granted by the Library Director.  Submitted materials may be displayed in the Staff Room, which is inaccessible to the public.

 

In addition, the distribution of leaflets, cards or other printed materials, whether political, religious or business, is not allowed in public library facilities unless it is to supplement a program being presented. Distribution of printed materials in the public library to library users and staff is disruptive to the operations of the Library and its use by the public.

Emergency Procedures

I. Introduction

 

 

The Neuse Regional Library Board has adopted the following Emergency Procedures Policy to ensure the safety of staff, volunteers, and patrons.  In any emergency, life is more important than property. In any serious or life threatening situation, staff should phone 911 or other emergency services contacts.

 

These guidelines outline what to do in the event of some specific emergencies.  Not all situations can be anticipated. In the event of an unforeseen emergency situation, staff members are instructed to use their best judgment as to the proper action.

 

Under no circumstances should a staff member attempt to force a patron to comply with safety precautions.  Staff members are not responsible for patrons who have been warned of dangers and decline to act appropriately.

 

Good housekeeping is one way to maintain pleasant and efficient working conditions.  The majority of injuries occur as a result of the unsafe activities of employees. Some of the hazards created by people include materials on floors, loose telephone and electric cords, open drawers and attempts to lift or move heavy objects incorrectly or without help.

 

It is important that employees develop safety awareness and periodically check work areas for potential hazards and that they correct unsafe work practices. Report any unsafe conditions to your supervisor immediately.

 

The departmental supervisor or branch manager in charge is responsible for sending a detailed memo after the incident to the Library Director regarding any emergency situation.  If in doubt, staff should always report an incident rather than fail to do so.

 

 

II.  Accidents and Injuries

 

A. In the event of an accident or injury to any staff member or patron of the Neuse Regional Library System, all participants in the accident and any injured party must submit a signed “Accident/Injury Report Form(Appendix C) to their supervisor, who will then forward it to the Director of Libraries.

 

B. If the injured party is a patron, the staff participants in the incident are responsible for making sure that he or she signs the report.



III. Active Shooter

 

A. If gun shots are heard, remember that patrons are likely to follow the lead of staff during an active shooter situation.  If you are not sheltered in a secure space (a closed room that you can lock and make dark), run in the opposite direction of the gunshots.

 

B. Evacuate the building if possible.  Staff should be aware of where all possible building exits are located.

  • Leave your belongings behind. Do not carry anything in your hands as that could be mistaken for weapons.  Keep your hands elevated with open palm visible.

  • Supervisory staff should help those with disabilities by escorting them to the nearest exit or safe area.

  • Call 911 (If you cannot speak, leave the line open so the 911 operator can hear what is going on in the room.)

      • Give your name

      • Location of the shooting

      • Number of shooters and any other information you may have

      • Description of shooter(s) (clothing, race, gender)

      • Injuries, numbers and types of injuries

      • What types of weapons you saw or heard

      • If the assailant has a backpack

      • Your current location


C. If you cannot exit the building:

  • Go to the nearest safe space (a room you can secure)

  • Close, lock, and barricade door (using file cabinets, desks, other furniture)

  • Close shades, curtains or blinds, and turn off lights

  • Cover any glass in the door, if possible

  • Keep quiet

  • Do not answer the door

  • If time and the situation allow, one person in the room/space should call 911 advising of your location and the number of people in the room/space.  Provide any information you have on the intruder/s

  • Mute your cell phone, turn off radios and computer monitors

  • If there is more than one person, spread out (no easy targets and more opportunity for escape or for overpowering the shooter)

  • Get on the floor and behind heavy furniture

  • Remember, the shooter generally will not stop until stopped.  Do not exit your safe space until you are positive the police are in control of the situation.

D. When the police come: 

  • Remain calm, keep hands visible with your palms open and facing up

  • Do not move until “all clear” command is given

  • You are now in a crime scene; follow all instructions given to you by the officers

  • Notify your supervisor/Library Director as soon as it is safe to do so

 


IV. Bomb Threats

 

 

A. Keep the caller on the telephone as long as possible.  Immediately, while the caller is kept on the line, another staff member should call 911.


B. Ask the caller to repeat the message and try to write down every word that the person says, as well as the time of the call.


C. If the caller does not indicate the location of the bomb or the time of possible detonation, ask for this information.


D. Pay particular attention to peculiar background noises such as motors running, background music, and any other sounds that may indicate from which location the call is coming.


E. Listen closely to the voice for gender, voice quality (calm or excited), accents, and speech impediments.


F. Evacuate the building following the “Rules Governing Evacuating the Building.”  The police will handle the actual bomb search.

 

 

V. Disorderly Patrons and Suspicious Behavior

 

 

A. Library patrons should be engaged in activities associated with the use of the Library.  Patrons not engaged in reading, studying, or using library materials or computers may be required to leave the building.


B. Any conduct interfering with the quiet, orderly use of the Library, library materials, or library property is prohibited.  Persons who violate this policy or engage in illegal behaviors may be subject to sanctions, including: being asked to leave the library premises; being reported to the police; and legal prosecution.  Repeat offenders may lose their library privileges.


C. If a staff member or patron is verbally or physically threatened by a disorderly individual and feels that assistance is needed to secure a safe environment, local law enforcement should be notified and asked to come to the Library immediately.


D. Staff members should distance themselves from the disruptive persons until the authorities arrive.  Staff members should not approach disruptive individuals and should also keep other persons away.


E. The departmental supervisor or branch manager is responsible for completing and sending a “Problem Report Form” to the Library Director regarding the situation immediately.


F. Staff should be observant and aware of their surroundings at all times, should try to leave the building at night in a group, and should keep valuables out of sight of the public.

 


VI. Earthquake

 

 

A. If inside, stay inside and watch for falling objects.  If possible, crawl under a table or desk and hold on, otherwise get against an interior wall and protect your head and neck with your arms.  Do not go into a doorway. Stay clear of any windows, mirrors, overhead fixtures, filing cabinets, bookcases, and electrical equipment.


B. If outside, move to an open area away from buildings, trees, and power lines.  If forced to stand near a building, watch for falling objects.


C. Be prepared for aftershocks.


D. Open doors carefully.  Watch for falling objects.  Do not use plumbing, gas appliances, matches, or lighters.  

 

VII. Fire

 

A.  If the alarm does not sound, announce over the intercom:  “There is a fire (or smoke) in the building. Please exit the building immediately and go to [your library’s designated location as listed under Rules Governing Evacuating the Building].”


B. Evacuate the building following the “Rules Governing Evacuating the Building.”


C. Notify the Fire Department by calling 911


D. Never allow the fire to get between you and the nearest exit.  Stay low to the ground to avoid smoke. Do not break windows. Do not lock any doors.


E. For smaller, isolated fires, there are fire extinguishers located in the following locations:

 

Headquarters:
Back door, server room, attic entry, computer lab, Young Adult emergency exit, Washington Street emergency exit, Queen Street entrance, between sliding glass doors, auditorium, Children’s Room emergency exit, Children’s Room desk, Auditorium mechanical room, outside electrical room

Greene County:
Front lobby, exterior emergency exit

 

La Grange:
Circulation Desk, computer lab, back room door


Pink Hill:
Video room

Trenton:
Near bathroom door

 

Pollocksville:
Front entrance

 

Maysville:
Staff closet

 

Comfort:
Back door

 

Staff should prioritize notifying all building occupants of evacuation, then attempting use of the fire extinguisher.  Do not put yourself in physical danger in attempting to extinguish the fire.

 

VII. Flood


A. When flooding is imminent but only if time permits, turn off all utilities in the building at the main power switch.  Do not touch any electrical equipment unless it is in a dry area.


B. Evacuate the building following the “Rules Governing Evacuating the Building.


C. If you are caught in your building by rapidly rising waters, call 911 for help. Then move to a higher floor or to the roof.

 

IX. Hurricane

 

A. In the event of a hurricane watch or a hurricane warning, the Library Director will decide whether or not to close the library.  In the absence of the Library Director, Assistant Director, Reference Staff on duty, or the branch manager will consult the Library Director by phone on the decision to close.


B. If the decision to close the Library is made, staff should follow the “Rules Governing Closing the Library.”

 

X. Medical Emergencies

 

A. Notify the proper emergency services personnel or phone 911 as soon as possible.


B. Unless they are certified, staff members should not attempt to provide first aid of even a minor nature because of the safety of the injured individual and the potential liability of the staff member.  Staff should not move the injured person if it can be avoided. Staff members should only attempt to keep the sick or injured person comfortable and protected from needless disturbance until medical help can be obtained.  Staff should avoid any unnecessary conversation about the incident or about the ill or injured person. Doing so may add to the person’s distress or fears, increasing the risk of medical shock. Communication should be limited to hushed reassurances.


C. No medication (including aspirin) should be dispensed.


D. All injuries, whether to staff or patrons, should be immediately reported, first verbally and then in a detailed memo to the Director and the appropriate department head.

 

XI. Power Failure

 

A. If the power goes off, staff should wait at least 15 minutes to see if the power comes back on.  If the loss of power is not associated with severe weather, the local utilities provider should be contacted to determine the reason for the loss of power and the expected time of its return.

 

B. If the power does not come back on, staff should follow the instructions of the Library Director who will decide whether or not to close the library.  In the absence of the Library Director, the Assistant Director, Head of Public Services, Reference Staff on duty, or the branch manager will consult the Library Director by phone on the decision to close.  If the decision to close the Library is made, staff should follow the “Rules Governing Closing the Library.”

 

XII. Rules Governing Closing the Library

 

A. In cases of severe weather and other emergencies, the Library Director will decide whether or not to close the library.  In the absence of the Library Director, the Assistant Director, acting supervisor or the branch manager will consult the Library Director by phone on the decision to close.

 

B. The Library Director will notify the supervisors of each department or branch location of the closing.

 

C. The supervisors of each department or branch manager will notify the staff members in their departments or library.

 

D. If the library is being closed during normal operating hours, the staff will notify patrons who are present.

 

E. If appropriate, authorized staff members will notify local television stations regarding the closing.

 

XIII. Rules Governing Evacuating the Building

 

A. In the event of emergencies, it may be necessary to evacuate the Library.  The decision to evacuate the Library at the time of the emergency will be made by the Library Director.  In the absence of the Library Director, the Assistant Director, Reference Staff on duty, or the branch manager will consult the Library Director by phone on the decision to close.

 

B. The Assistant Director, Reference Staff on duty, or the branch manager will ensure that the following actions are taken:

  • Calling 911 as early as possible to report an emergency

  • Warning all building occupants of emergency situations

  • Leading staff and patrons to an alternate exit if the main exit is blocked

  • Helping with exit via windows if necessary

  • Ensuring that the building is completely evacuated

  • Working with fire extinguishers for minor fires after calling 911 and ordering building evacuation

  • Instructing all staff and patrons to assemble at their Library’s designated evacuation location:

Headquarters - Lawn adjoining Herritage Street parking lot
Greene County - Parking lot adjacent
La Grange - Washington Street parking lot
Pink Hill - Neighboring yard on Pine Street
Comfort - Front lawn
Trenton - Front lawn
Pollocksville - Front lawn
Maysville - Front lawn

 

C. The first priority is to get everyone out of the building.  A clear and calm announcement should be made over the intercom that the building is to be evacuated immediately, indicating where staff and patrons are to gather. If the intercom is not working, activate a fire alarm. As long as it seems safe, staff members should walk through the building to check stacks, restrooms, and offices for patrons and staff and direct them to the exits. Staff members should conduct this “walk through” quickly, without putting themselves in danger.

 

D. Special assistance must be given to physically challenged patrons during evacuation.

 

E. The departmental supervisor in charge or branch manager should try to determine who was working at the time and account for all staff members, if possible.  If someone is not accounted for, the departmental supervisor in charge should inform the emergency services personnel.

 

F. Once the building has been evacuated, only emergency services personnel should enter.

 

G. Staff and patrons should follow the instructions of the Director or the emergency services personnel.

 

XIV. Tornado

 

A. If a tornado warning is in effect and a tornado has been sighted near the Library, staff should alert patrons by intercom or other means to relocate to the following areas:

 

Headquarters - Auditorium
Greene County - Study Rooms
La Grange - Conference Room or Computer Lab
Pink Hill - Video Room
Trenton - DVD Closet
Pollocksville - DVD Closet
Maysville - DVD Closet
Comfort - DVD Closet

 

B. All doors to rooms with windows should be closed if possible.

 

XV. Vehicle Safety

 

A. Library vehicles may be used for the following purposes by authorized employees with a valid North Carolina Driver’s License:

  • Delivery of library materials to homebound patrons

  • Delivery of library materials, items, documents between NRL libraries

  • Library programming for branches

  • Staff workshops or other development activities

B. Employees are required to report immediately all crashes and moving violations that occur during work-related activities if they are driving a library-owned or personal vehicle on library business.

 

C. Occupants of library vehicles must wear seat belts at all times and must adhere to all federal, state, and local laws governing vehicle operations.

 

D. Staff must sign out a library vehicle before departing with it and must sign in upon returning.

 

E. No staff member driving a library vehicle should use a cell phone in any manner, including, but not limited to, talking, text messaging, or web browsing.

 

XVI. Water Leaks

 

A. Stay away from all electrical equipment which may have become wet.

 

B. Notify the Head of Maintenance of the leak immediately.

 

XVII. Winter Storm

 

A. In the event of a winter storm warning, the Library Director will decide whether or not to close the libraries.  In the absence of the Library Director, the Assistant Director, departmental supervisor or branch manager will consult the Library Director by phone on the decision to close.

 

B. If the decision to close the Library is made, staff should follow the “Rules Governing Closing the Library.”

Holiday Closing

POLICY #2018-08

 

The Library is closed on the following holidays:

 

  1. New Year’s Day – January 1st

  2. Martin Luther King, Jr. Day – Third Monday in January

  3. Good Friday – Friday before Easter

  4. Memorial Day – Last Sunday and Monday in May

  5. Independence Day – July 4th

  6. Labor Day – First Monday in September

  7. Veterans Day – November 11th

  8. Thanksgiving – Thanksgiving Day and the day after

  9. Christmas – Day before, Christmas, and the day after

 

When observed holidays fall on a Sunday, the Library will be closed on the following Monday.  The Library will also be closed on Easter Sunday and the Sunday before Labor Day. The Library will close at 6:00 p.m. when the following days fall on a weekday:

 

  1. The day before Thanksgiving

  2. New Year’s Eve – December 31st

Information Services

REFERENCE SERVICES POLICY #2018-05.01

 

 

  1. Reference Service Defined

 

    The Neuse Regional Library Board has adopted the following Reference Services Policy to reinforce their belief that good reference service involves identifying a person's information need and proceeding to fulfill it accurately, efficiently and pleasantly, using the resources available in the library system, and including referral to resources in other libraries or agencies, if necessary. It also includes providing instruction in library use.

 

  1. Reference Department Mission Statement and Goals

 

    The Neuse Regional Library is committed to providing excellent reference service to all patrons, regardless of age, race, sex, disability, social, or economic status. The primary goals of the Reference Department will be:

 

  • To provide current information by continuously updating the Library’s collections and electronic resources within budgetary limits
  • To assist patrons in the use of reference resources, library materials and in the development of research strategies
  • To provide current, accurate information in a timely manner in response to requests from patrons
  • To provide readers advisory services
  • To inform patrons of the availability of purchase suggestions for appropriate materials
  • To treat all reference questions with impartiality and confidentiality
  • To keep the community well informed about the reference services and resources available from the Library
  • To provide access and assistance with emerging informational technologies such as 3D printing, and digital media formats.

 

  1. Reference services will be provided at all times that the Library is open.

 

  1. The service desk will be staffed by trained Reference staff in order to provide quality service.

 

  1. The Neuse Regional Library regards as valid every reference question. All questions will be given equal consideration, and each will be answered as accurately and completely as possible within a reasonable time limit.

 

  1. Every effort will be made to complete each reference transaction successfully.  Patrons with questions too specific for the library’s collection and informational resources may be referred to another library.

III.  Reference Department Standards

 

    Answering reference questions will have a higher priority than other staff assignments for Reference staff, especially during times these staff members are assigned to the public service areas.

 

  1. Service to the public takes precedence over other duties and service to the present patron takes precedence over telephone inquiries.

 

  1. All information requests are to be handled. If information is available, it is provided to patrons without making a judgment on its moral or aesthetic worth unless the nature of the request is criminal or invasive of another individual’s privacy.

 

  1. The needs of every library patron will always be taken seriously and treated with respect and confidentiality. 

 

  1. Reference staff will rely upon information obtained from reputable sources in order to give the most accurate and authoritative answers to questions. Reference staff will always cite the source of the answer.

 

  1. Neither the patron’s nor the Reference staff member's personal opinions or beliefs should influence the quality of service provided. 

 

  1. Staff shall not offer their personal opinions on social issues, politics, religion, etc., to patrons.  

 

  1. Telephone reference service should be used for providing short, factual information. 

 

  1. Reference Department Service Priorities

 

  1. The following services, listed in order of priority, will be provided to patrons:

 

  1. Direct, personal service to library users who come to the Library; patrons are served on a first-come, first-served basis

 

  1. Telephone inquiries

 

  1. Library orientation 

 

  1. Email, fax, and mail reference

 

  1. Simultaneous requests will be managed at the discretion of the Reference staff with regard to urgency, complexity, and availability of staff resources.

 

  1. If the librarian cannot answer a request immediately, he or she will obtain contact information from the patron and see that the patron receives a response within 24 hours. 

 

  1. For those people seeking recommendations for books or other library materials to suit their particular tastes or interests, staff suggests a selection of specific titles as time allows.  In addition to relying on their professional knowledge and experience, Reference staff consult print, on-line, and other sources.

 

  1. Reference staff cannot provide legal, medical, financial, business, tax, appraisal advice, or language translations.

 

  1. Reference staff will provide assistance with minor formatting issues with computer documents when asked by patrons.  However, the Reference staff cannot create new computer documents and may be limited in helping with comprehensive document reformatting or complex desktop publishing.  Reference staff also cannot provide typing services to patrons.

 

  1. Reference staff will provide assistance with logging into computers and Internet browsing, but they cannot complete online forms for patrons.  Reference staff will not, under any circumstances, log into patrons’ secure account information, including but not limited to email, bank, or distance learning accounts.

 

  1. Reference Staff will answer questions related to specific computer-related tasks at all times. More intensive instruction in the use of computer hardware or software cannot be provided during regular desk hours; patrons will be asked to sign up for the Library’s scheduled computer classes or set up a one-on-one appointment with Reference Staff.

INTERNET USE POLICY #2018-05.03


  •  Introduction

 

    The Neuse Regional Library Board has adopted the following Internet Use Policy to provide access to global sources of information and ideas that may not otherwise be available to library patrons.  All Internet resources accessible through the Library are provided equally to all users, with the understanding that it is the individual’s responsibility to demonstrate judgment, respect for others, and appropriate conduct while using Neuse Regional Library resources and facilities.

 

    In accordance with current state and federal laws, the Library uses a filter that blocks access to some Internet sites.  The filter may be disabled by a library staff member, as necessary, for bona fide research or other lawful purpose by patrons who are 18 or older.  Federal law prohibits disabling the filter for patrons who are 17 or younger, even if the minor shares a computer with an adult.

 

    Internet users should be aware that filtering software has inherent limitations that prohibit the total and complete blocking of sites that may contain objectionable materials.  In addition, the Internet is constantly changing; not all sources provide current, accurate, unbiased, or complete information, and some material may be offensive, disturbing, and/or illegal.  The Neuse Regional Library has no control over the information accessed through the Internet and cannot be held responsible for its content.  By accessing the library computer network by any means, library patrons agree to the terms of this policy.  This policy applies to devices owned by library patrons as well as library owned devices.  The Library assumes no responsibility for damage to or loss of data on patron’s equipment or storage devices or for the disclosure of personal, private, or otherwise sensitive information through the use of public computers.

 

II.  Rules Governing Use

 

  1. To use the Internet, a patron must hold a current and valid library card with no fines or overdue materials.  Sharing cards is not permitted.  Patrons at the Headquarters Library and the workstations at the La Grange Public Library and Greene County Public Library may use the Internet after reading and agreeing to the Internet Policy digitally at self-serve computers.  At all other Neuse Regional Library locations, patrons may sign-in to use the Internet after agreeing to the Internet Policy in writing.  In accordance with the Library’s Circulation Policy, patrons who have forgotten to bring their library cards may use the Internet if staff are able to verify their identity through alternate means.  

 

  1. Internet users must abide by the following age requirements:

 

  1. While using the Internet, a patron who is 12 years old or younger must have a parent, legal guardian, or caregiver 18 years or older who has read and agreed to the Internet Use Policy with him/her at all times.  Library filtering software cannot guarantee complete protection from harmful materials, and the safety of minors ultimately is the responsibility of the parent or other responsible adult.

 

  1. Patrons who are 13 years old or older may use the Internet after either reading and agreeing to the policy at a workstation at locations offering patron self-serve computer sign-in or by reading and agreeing to the Internet Use Policy at other locations.

 

  1. Patrons shall not access material that is graphically violent, pornographic, or harmful to minors.  

 

  1. Patrons, especially minors, should use caution in their use of electronic mail and other forms of direct, electronic communications, as these forms of communication can expose users to dangerous situations.

 

  1. Patrons, especially minors, should never disclose personal information, such as name, school, address, telephone number, credit card number, or social security number to strangers on the Internet.

 

  1. Patrons are limited to a daily one and one half-hour time block; time may be extended depending on computer availability.  Patrons who provide a legitimate educational or informational reason for time extensions will receive precedence.

 

  1. Users are strongly urged to save files to a personal storage device frequently to prevent loss of data.

 

  1. A maximum of two persons may sit or work together at one computer with staff approval.  

 

  1. Network bandwidth is a limited resource and must be shared among all library network users.  Patron owned devices which are determined to be using excessive bandwidth will be denied access to library networks.  The Library may set limits, for example, on use of large files of still or moving images or sound, or on downloading files in any medium.  The Library reserves the right to block or filter access to websites or services whose content is primarily for entertainment purposes and which have been determined to be a drain on the library’s network.

 

  1. Cell phone use is prohibited.  Headphone and earbud use is allowed only if sound is not transmitted to others.

 

  1. Due to the public nature of the Library’s computers and associated privacy and security issues, the Library is unable to guarantee confidentiality of Internet use or transactions.

 

  1. Patrons will pay $.15/page for black and white printing and $0.50/page for color printing.  Patrons are responsible for payment for all material they print.

 

  1. Visitors who do not live in Lenoir, Greene, or Jones Counties may register as a guest at the Reference Desk for one-time usage.  Visitors who plan on using the Internet regularly should register at the Circulation Desk for a temporary Internet Use Only Card.  Visitors who have formerly lived in Lenoir, Greene, or Jones Counties must not have an old card with outstanding fees or materials.

 

  1. Patrons are responsible for damage resulting from misuse.  Patrons should immediately notify staff of any problems with equipment and should not attempt to reboot any computer or correct any malfunction themselves.

 

  1. Library staff will assist patrons with searches and use of equipment as their workload permits.

 

  1. Misuse includes, but is not limited to:

 

  1. Using the computer for illegal activities
  2. Hacking into the Library computer system or any other computer system
  3. Damaging or attempting to damage computer equipment or software
  4. Interfering with the integrity or security of systems operations
  5. Gaining unauthorized access to another person’s files
  6. Sending harassing messages to other computer users
  7. Altering or attempting to alter the Library’s computer settings
  8. Violating copyright laws and software licensing agreements
  9. Transmission, reception, or display of child pornography, trade secret information or copyrighted materials
  10. Uploading a worm, virus, or other harmful programming
  11. Impersonating another patron by access code, password, or signature

 

  1. Because they are using public computers in a public setting, patrons agree that they are aware that their computer usage may be monitored at any time by any means necessary.

 

    Failure to comply with the Internet Use Policy will result in temporary or permanent loss of computer privileges, potential loss of library privileges and possible prosecution.  Loss of privileges at any Neuse Regional Library System facility will be effective at all facilities throughout the system.

WIRELESS POLICY #2018-05.05

 

I.  Introduction

 

The Neuse Regional Library Board has adopted the following Wireless Policy to provide Wi-Fi (high-speed wireless Internet access) to the public at no charge to the individual.  

 

    Library patrons are cautioned that the Library is a public area that must be shared by library users of all ages, backgrounds, and sensibilities.  Individuals are asked to consider this and to respect others when accessing information and images.

 

    As with most public wireless “hot spots,” this connection is not secure.  Any information being sent or received could potentially be intercepted.  Cautious and informed wireless users should not transmit their credit card information, passwords, or any other sensitive personal information while using any wireless “hot spot.”  All wireless access users should have up-to-date virus protection installed.  The Library assumes no responsibility for the safety of equipment or for laptop configurations, security, or data files resulting from connection to the library’s wireless network.

 

II.  Rules Governing Use

 

  1. Patrons may bring their own wireless-enabled laptops, notebooks or other mobile devices to the Library and have free, instant access to the World Wide Web.  Wireless access is available during hours the service-providing branch is open.

 

  1. Patrons using wireless access must act in accordance with the Neuse Regional Library’s Internet Use Policy.

 

  1. Patrons may email files to the Library to be printed. 

 

  1. Library staff cannot troubleshoot problems related to wireless devices or assist in making changes to network settings and/or hardware configuration of devices.  Patrons who experience these difficulties should refer to their owner’s manual or other support services offered by the device manufacturer.

 

  1. Earbuds or headphones must be used if a computer’s speakers are turned on.  Earbuds are available for purchase at the      Circulation Desk and over-ear headphones are available for checkout at the Reference Desk.

 

  1. Patrons will be prompted to agree to the Library’s Internet Use Policy and Wireless Policy when first connecting to the Library’s wireless Internet. Violation of the library’s Wireless Policy, or any other library policy, including the transmission or receipt of pornography or harmful material, fraud, downloading copyrighted material, or abuse of networking equipment will result in the denial of access to the wireless network in all Neuse Regional Library facilities.

DIGITAL DEVICE CHECKOUT AND USAGE POLICY #2018-05.06

 

I.  Introduction

 

The Neuse Regional Library Board has adopted the following Digital Device Checkout and Usage Policy to provide additional options for usage of laptops, tablets, and other electronic devices within the Neuse Regional Library System for patrons with a valid Neuse Regional Library card.  

 

    The Library provides digital devices for checkout for use within the Library to allow for flexible usage of the Library’s computer and Internet resources for informational and educational purposes, as well as additional options for physically disabled patrons.

 

Patrons who checkout digital devices are expected to work independently, while receiving assistance from Reference staff to the extent that it does not impinge upon the service received by other patrons.  

 

II.  Rules Governing Use

 

  1. Digital devices may only be used within the facilities of the Neuse Regional Library System.  Removing a digital device from any facility will lead to the Library alerting the local authorities and denial of future borrowing privileges.

 

  1. Digital devices may be borrowed at any time between the opening of the library and one half-hour prior to the Library closing.

 

  1. Digital device borrowers must have both a Neuse Regional Library card with no fines or overdue materials, as well as a current government-issued picture ID.  The names on the library card and the ID must match.  The Library will retain the picture ID until the laptop is returned to the desk.

 

  1. Digital device borrowers must sign a Digital Device Liability Agreement Form in which they acknowledge full responsibility and liability for the laptop until it is returned.

 

  1. Digital device borrowers may only check out one digital device at a time for a three hour period.  Patrons must return digital devices no later than five minutes before the Library closes.

 

  1. Digital devices must be returned directly to the designated Library staff member.  Improperly returning a digital device will lead to the denial of future digital device borrowing privileges.  

 

  1. Digital device borrowers may have the option to borrow accessories during each borrowing session.  Failure to return any of these items will result in the borrower being charged with the replacement cost of that item and the denial of future digital device borrowing privileges.

 

  1. Digital device borrowers are not to, under any circumstance, leave a digital device unattended or with another library patron.  Doing so will lead to the denial of future laptop borrowing privileges. 

 

  1. Digital device borrowers are not to tamper with the hardware or software.  Doing so will lead to the denial of future digital device borrowing privileges.  Digital device borrowers must save all data to their own portable media.  Any files saved to the hard drive will be deleted upon return of the digital device.

 

  1. Digital device borrowers agree to fully comply with the Library’s Internet Use and Wireless Policies.  All digital device borrowers must be at least 18 years of age.

 

  1. Digital device borrowers are to immediately report any technical difficulties to Library staff.  Any costs due to damage to hardware or software incurred by borrowers attempting to solve technical difficulties themselves will be charged to the borrower and will lead to the denial of future digital device borrowing privileges.

 

  1. Earbuds or headphones must be used if the computer’s speakers are turned on.  Earbuds are available for purchase at the Circulation Desk and over-ear headphones are available for checkout at the Reference Desk or public service desk at branches.

EXAM PROCTORING POLICY #2018-05.07

 

I.  Introduction

 

    Authorized Library staff members will provide an exam proctoring service for patrons for a fee set by the Neuse Regional Library Board of Trustees.  Patrons are responsible for acting as a liaison between the Library and the university or college, providing staff with all information and materials necessary for completion of the proctored exam, and for scheduling an appointment sufficiently in advance of the exam.

 

II.  Rules Governing Proctoring

 

  1. Students must complete all required paperwork at least 24 hours before the time of the proctored exam. The librarian who administers the paperwork for the exam may not necessarily be the staff member who oversees the examination that day. It is the responsibility of the student to ensure that the Library receives all materials necessary to administering the exam.

 

  1. Library staff will not be able to monitor a student for the duration of the test; however the staff member will be present to help with the setup and completion of testing. This may preclude the proctoring of some exams for which the instructor requires close and constant supervision.

 

  1. Library staff will verify the identity of the student by requiring presentation of government-issued, current identification before the examination.

 

  1. All examinations must be proctored during the Library’s hours of operation. The test must be completed 15 minutes prior to closing. The Library will make every effort to give the student a private study room, but these are not available at all branches. In these situations the student may be exposed to potentially loud or disruptive situations.

 

  1. The Library will adhere closely to the testing institution’s instructions regarding what the student is allowed to have during the exam. Any additional personal effects will be held by staff until the exam is complete. The student will be required to use one of the Library’s laptops for any electronic exams unless the testing institution specifies that the student may use his or her own personal device.

 

  1. Completed exams will be returned to the testing institution in the manner it requests, which may include U.S. mail, fax, or email, and will keep a copy of the completed exam materials on hand for at least a month unless otherwise instructed by the testing institution. The Library and its staff will not assume responsibility for completed tests that are not received by the testing institution; the student must contact the institution to determine if the completed test was received.

I.  Introduction

 

The Library will offer community access to new and emerging technologies such as 3D printers to inspire a new interest in design and help the community to bring their creations to life. This policy establishes how and under what circumstances the public may use the Library’s 3D printers.

 

II.  Rules Governing Use

 

  1. The Library’s 3D printers may be used only for lawful purposes. The public will not be permitted to use the Library’s 3D printers to create material that is: 

 

  1. Prohibited by local, state or federal law.

 

  1. Unsafe, harmful, dangerous or poses an immediate threat to the well-being of others. (Such use may violate the terms of use of the manufacturer.)

 

  1. Obscene or otherwise inappropriate for the Library environment.

 

  1. In violation of another’s intellectual property rights. (For example, the printers will not be used to reproduce material that is subject to copyright, patent, or trademark protection.)

 

  1. The Library reserves the right to refuse any 3D print request.

 

  1. The Library will charge a fee for 3D printing services that will be determined by the Library Board.

 

  1. Library patrons will submit files to be printed via email to Library staff or through the 3D Printing page of the Library’s website (https://www.neuselibrary.org). Files may be designed by patrons or acquired from a free database such as Thingiverse. Files will be reviewed by staff to ensure that they meet the above guidelines and the patron will be informed when he or she may pick the item up. Staff members reserve the right to limit patrons to one item printed per day based on printer availability.

 

  1. Items printed from Library 3D printers that are not picked up within 7 days of notification will become property of the Library. Items must be picked up by the individual who printed them.

  2. Only designated Library staff and volunteers will have hands-on access to the 3D printer.

The Neuse Regional Library Board has adopted the following Internet Use Policy to provide access to powerful tools for digital content creation that may not otherwise be available to library patrons.  Access to the Digital Media Lab (DML) is provided equally to all users, with the understanding that it is the individual’s responsibility to demonstrate judgment, respect for others, and appropriate conduct while using Neuse Regional Library resources and facilities.

Products created in the DML are solely owned by the creator, and the use of the Digital Media Lab does not constitute an endorsement or an approval by Neuse Regional Libraries of any products, services, or opinions of the individual, and Neuse Regional Libraries bear no responsibility for the accuracy, legality, or content of media produced in the DML.

  1. Rules Governing Use 
  2.     To use the DML, a patron must hold a current and valid library card with no fines or overdue materials, or, if the prospective user is unable to obtain a Neuse Regional Libraries library card, the patron must provide a government-issued picture ID.  Patrons will not be able to use the DML until they have reviewed the DML user agreement, given their signature to indicate full agreement with its terms, and library staff have ensured that the DML user agreement has been properly signed.

 

  1.     Patrons must be at least 13 years of age to use the DML. Patrons under 18 years old must obtain written permission from a parent or guardian before using the DML. The DML user agreement includes a designated area for parents or guardians to give their written permission for their child’s use of the DML.

 

  1.   Patrons shall not use the DML to produce media that violates its Internet use Policy, including but not limited to material that is graphically violent, pornographic, harmful to minors, abusive, or in violation of copyright. 

 

  1.   Suspension or restriction of use of the DML due to violation of these rules is solely at the discretion of library staff.

 

  1.     Library staff will perform a check of all equipment before and after any use of the DML. Patrons must not remove any equipment from the DML. Use of equipment in the DML assumes responsibility on the part of the patron for any damage due to improper or careless use, loss, or theft of DML equipment. All patrons must agree to these terms through the DML use agreement before using the DML. In the event of equipment damage or loss the user will be responsible for any replacement costs determined by Library staff. Patrons must report any malfunction of or problem with the use of any piece of equipment in the DML immediately to library staff to ensure a proper response and documentation.

 

  1.     Food and drink are not permitted in the DML.

 

  1.   To ensure the safety of patrons, staff, and equipment, all DML sessions will be monitored by surveillance cameras. Patrons will be made aware of this before starting a DML session through the DML user agreement.

 

  1.   All first-time DML users will be accompanied by Library staff trained to provide assistance with using the equipment. Future uses of the DML may be available to patrons without staff assistance at the request of the user and the discretion of Library Staff. These sessions will still be monitored remotely by Library staff at all times.

 

  1.     Users who agree when signing the DML user agreement may have their finished DML products shared by Library staff online or in the Library. This is completely optional, and whether the Library does share DML products is at the sole discretion of Library staff. Just as any other piece of media created in the lab, the sharing of content created in the DML does not constitute and endorsement or an approval by Neuse Regional Libraries of any products, services or opinions of the individual.

Meeting Rooms and Exhibit Spaces

I. Introduction

 

The Neuse Regional Library Board has adopted the following Public Use of Meeting Rooms and Exhibit Spaces Policy.  As a public institution dedicated to open expression of, and to open access to, ideas and all points of view concerning the problems and issues of our time, all meeting rooms and exhibit spaces in the Neuse Regional Library are available on equal terms for the lawful activities of all groups. Groups may not sell or otherwise collect membership dues and/or fees for any goods or services that they or their companies may offer for sale, and may not participate in any exchange of gifts while using the library’s meeting rooms. Rooms are not available for social events for individuals, such as birthday parties or showers.

It is understood that the granting of permission to use library facilities does not constitute an endorsement by the library staff or Board of the users or their beliefs.

 

 

II. Rules Governing Public Use of Library Meeting Rooms

 

 

A. The meeting rooms may be booked for use only during the regular working hours of the library up to 15 minutes prior to closing.  Maintenance fees will be determined as an hourly rate set by the Neuse Regional Library Board with the recommendation of the Library Director for all meeting rooms.  This includes the Schechter Auditorium (entire auditorium, Section A, or Section B), and the Staff Conference Room.  Exemptions to these fees may be granted by the Director in special circumstances.

 

B. Bookings will be on a first-come, first-served basis.  Library programs will have precedence over non-library events.  No group may reserve the meeting rooms on a regular continual basis without prior approval of the Library Director. Groups should actively avoid representing their events as Library programming.

 

C. The meeting rooms and exhibit spaces may not be booked more than 90 days in advance.  Exceptions to this procedure will be considered individually when presented, in writing, to the Library Director or Assistant Director.

 

D. Programs and exhibits may not disrupt the use of the library by others.  Persons attending the meeting are subject to all library rules and regulations.

 

E. Any setup and cleanup required for meeting room usage is the total responsibility of the meeting room user. Any audiovisual equipment must be requested at the Reference Desk no less than a week in advance. The use of cooking or other potentially hazardous equipment is prohibited in all meeting rooms.

 

F. Library facilities shall be left in a clean and orderly condition.  Users shall pay the cost of repair for any damages to the facilities.  This includes cleaning if deemed to be outside the normal cleaning procedures of the library maintenance staff.

 

G. No fees, dues, or donations may be charged or solicited by the user for any program or exhibit.  All programs and exhibits shall be free.

 

H. Alcoholic beverages, smoking and usage of tobacco products, admission fees, product sales, and product advertising are prohibited in the meeting rooms.

 

I. Room bookings are subject to cancellation with 3 weeks notice if the room is needed for library programming.  The Library will consider previous bookings when scheduling library programming, and will avoid conflicts and cancellations whenever possible.

 

J. No group or member of any group may attach signs, banners, or flyers to any library surface or property without prior permission of the Library Director or Assistant Director.

 

K. Cancellations must be made 24 hours in advance, or room rental fee will be forfeited.

 

L. Failure to appear for 2 consecutive scheduled meetings will result in cancellation of all remaining scheduled meetings.

 

M. A person must be at least 18 years of age to reserve a meeting room.

 

N. Any public notice or advertisement of meetings at the Library must contain the following disclaimer:  This meeting is neither sponsored by nor endorsed by the Neuse Regional Library.

 

O. Failure to comply with the provisions of this policy or the library’s Code of Conduct may result in loss of meeting room use privileges.

 

P. Children under 9 years of age must not be left unattended elsewhere in the Library while a parent or guardian attends a meeting or program in the meeting room.  Library staff cannot be responsible for children of any age who are left unattended in the Library.

 

Q. All meetings must be open to the public.

 

R. Library staff are not available to operate meeting room equipment or to teach users without prior arrangements.

 

S. Three small study rooms are available for use by the public free of charge. Patrons must sign up for these rooms at the Reference Desk. The patron must not have any overdues or fines, but is not required to have a library card. The patron must present photo-identification in the event that he or she does not have a library card. Rooms may be reserved for a maximum of two hours; patrons may continue to use the room after the two hours have ended if no one else is waiting for the room. The Local History Room and Art Study Room are not available for use as study rooms, but are intended for use by patrons while browsing the materials within.

 

 

III.  Rules Governing Public Use of Library Exhibit Spaces

 

 

The Neuse Regional Library welcomes the opportunity to allow community groups, organizations, or individuals to use the various exhibit cases of the Library. Space is provided for exhibits of an educational, cultural, civic, or recreational nature, rather than for strictly commercial purposes. Acceptance of an exhibit by the Library does not constitute an endorsement by the Library of the group's or individual's policies or beliefs.

 

A. It is the responsibility of the exhibitor to set up and remove the exhibit.

 

B. Exhibits will be scheduled for a period of one calendar month to begin with the first working day of the month and to end with the last working day of the month. Exceptions must be approved by the Library Director or Assistant Director.

 

C. The Library is not responsible for any item exhibited.

 

D. The Library cannot provide storage for the property of organizations or individuals exhibiting in the Library.

 

E. All exhibitors are required to sign the attached Hold-Harmless Agreement which releases the Library from any responsibility for loss, damage or distribution of exhibited items.

 

F. Exhibits that (a) would tend to incite or produce imminent lawless action, (b) are obscene, (c) are obviously false or contain misleading information, (d) are defamatory, or (e) are purely commercial advertising will not be displayed.

 

G. Any questions regarding this policy should be referred to the Library Director or Assistant Director.  Final authority rests with the Library Director.

Programming

Programming Policy

 

Neuse Regional Libraries offer programs intended to further the Library's mission to be a center for community connections that provides evolving technologies, programming, and services that meet 21st-century literacy needs, while making accessible a collection that is as diverse and intergenerational as the people of Lenoir, Jones and Greene Counties.

 

The Library provides a wide range of programming and events. Library planned programs are free to all community members regardless of age, race, religion, gender, or political affiliation. 

 

Programs are developed to respond to emerging community interests and reflect our community, as well as to sustain demonstrated interests and demand. They complement other Library services by providing an opportunity to highlight collections, promote services, and share knowledge and expertise. Programs should enhance, support, and fulfill the library’s strategic goals and objectives.

 

Philosophy and Scope of the Program

 

Programs at the Neuse Regional Libraries support our strategic initiatives, collection of materials, services, resources, and facilities along with region-wide goals. In addition, programs serve the popular, recreational, informational, and social needs of the general public and reflect equitable outreach and engagement to a diverse community while promoting a culture of inclusion.  Inherent in the program philosophy is an appreciation for each community member of the Neuse Regional Libraries. The Library upholds the right of the individual to access information, even though the content may be controversial or unacceptable to others. The views and opinions of program presenters do not constitute an endorsement of the Neuse Regional Libraries.

 

Programming Guidelines

 

Neuse Regional Libraries support free and open access to information and ideas as stated in the Library Bill of Rights and the Freedom to View policies of the American Library Association. (Refer to E-3, Library Bill of Rights and E-5, Freedom to View). 

 

The Library Board of Trustees delegates the development and presentation of programs to the Director of Libraries and designated staff members.

 

Programs will be developed with consideration for the principles of accessibility, equity, and inclusiveness, and will contribute to the Library’s safe, supporting, and welcoming environment. Reasonable accommodations will be made to ensure that programs are accessible to all who wish to attend and participate.

 

The Library may draw upon other community resources when developing programs and may actively partner with other community agencies, organizations, educational and cultural institutions, or individuals to develop and present co-sponsored public programs.

 

Professional performers and presenters that reflect specialized or unique expertise may be hired for Library programs. Performers and presenters will not be excluded from consideration because of their origin, background, or views. 

 

Some programs may be developed for a particular audience, i.e. attendees should be within the appropriate age group such as children or teens, or may require an accompanying adult. All program participants must comply with the Library’s Code of Conduct. The Library reserves the right to set age limits or recommendations for programs. In determining appropriate age recommendations, staff will consider the suitability of the program’s materials, format, and program presenters, the relevancy and suitability of topic, messages, and programming methods for the intended audience. Programs designed for specific audiences will be publicized as such. 

 

Library programs must have a special educational, informational or cultural value to the community. Programs of a purely commercial nature or those designed for the solicitation of business will not be offered by the Library. Examples of programs that would be considered of a commercial nature include, but are not limited to, presentations offered at no charge but with the intention of soliciting future business.

 

Programs that support or oppose any political candidate or ballot measure will not be approved or offered by the Library. However, educational programs, such as candidate forums that include invitations to all recognized candidates may be offered.

 

Programs will not be offered or approved that support or oppose a specific religion. Programs are planned to be inclusive of all cultures and of all religions and no religion. Library programs may address religious themes to educate or inform, but not to promote, observe or proselytize a particular religious conviction. Holiday programs may be offered for the entertainment of library patrons.

 

Unsolicited offers from individuals and organizations to present programs will be evaluated by the same standards used when planning Library programming. Such programming opportunities should further the mission, vision, and values of the Neuse Regional Libraries as outlined in this policy.  The Library welcomes groups and organizations to reserve meeting spaces at our facilities and requires community members to comply with the Meeting Rooms and Exhibit Policy.

 

Library selection of a program does not constitute an endorsement of the content of the program or the views expressed by presenters. Decisions to provide programs will not be made on the basis of any anticipated approval or disapproval, but solely on the merits of the program in serving the interests of community members.

 

The Library reserves the right to use video or photographs taken of program participants for internal use, publication, use in Library promotional outlets, and evaluation purposes.

 

Programs may be canceled due to inclement weather, low registration, technical difficulties,  or the absence of the presenter. Canceled programs are not necessarily rescheduled.

 

The following activities will be permissible at Library-initiated programs or on property governed by Library policy:

 

Fundraising to benefit the Library or sponsored by the Friends of the Library.

 

The sale of books, music, movies, or other items by authors, performers, or presenters as part of a Library sponsored program.

 

The Library welcomes expressions of opinion from patrons concerning programming and considers input from the community when developing future programming. Community member concerns about a Library program should be shared with the Library staff member in charge of the event.

 

Patrons who wish to continue their requests for review of a program or the denial of a request to present a program may submit a Request for Reconsideration of a Library Resource form. Requests for review of programs will be considered in the same manner as requests for reconsideration of library materials.

I.  Introducción

 

La junta directiva de la Biblioteca Regional de Neuse ha adoptado la siguiente Política de Seguridad de los niños para proporcionar entornos agradables y seguros para cada niño que visite el sistema de la Biblioteca Regional de Neuse.

 

  En su papel de instalación comunitaria, el sistema de biblioteca da la bienvenida a niños de todas las edades. Para garantizar su seguridad y bienestar, se deben seguir ciertas normas. Estas normas se basan en la premisa de que el personal de la biblioteca no puede reemplazar a los padres o tutores como protector principal de la seguridad del niño, mientras esté usando los servicios de la biblioteca o asiste a programas dentro de los edificios de la biblioteca o en las instalaciones de la biblioteca.  Los padres o tutores son responsables de la conducta de sus hijos menores (menores de 18 años), mientras los menores estén en las instalaciones de la biblioteca, independientemente de si acompañan o no al menor a la biblioteca.

 

El personal de la biblioteca anima a los niños a desarrollar el amor por la lectura y el aprendizaje, pero el personal de la biblioteca no es responsable de la atención y la supervisión de los niños ni de accidentes u otras emergencias que puedan tener lugar en un edificio público.

 

II.  Normas que rigen la seguridad de los niños

 

  1. Niños de 7 años o menos deben estar acompañados por un padre, tutor legal o cuidador de al menos 16 años de edad que mantenga contacto visual constante y reconozca la responsabilidad de supervisión del niño durante toda la estadía de ese niño en la biblioteca.

 

  1. Niños de 8 a 11 años no necesitan estar en presencia inmediata de un padre, tutor legal o cuidador siempre que cumplan con todos los aspectos del Código de Conducta, pero el padre, el tutor legal o el cuidador de al menos 16 años de edad deben permanecer en el edificio de la biblioteca durante toda la estancia del niño.

 

  1. C. Niños de 11 años o menos tienen prohibido ingresar al área de adultos a menos que un padre, tutor legal o cuidador de al menos 16 años de edad lo estén acompañando en todo momento.

 

  1. Se deben hacer arreglos para recoger a todos los niños menores de 16 años antes de la hora de cierre de la biblioteca. Si un niño no ha sido recogido a la hora de cierre, un bibliotecario de referencia y al menos otro miembro del personal de la biblioteca central o de otra sede de la biblioteca permanecerá con el niño e intentará ponerse en contacto con el padre o tutor. Si no se puede hacer contacto dentro de los 15 minutos posteriores a la hora de cierre, el personal de la biblioteca se comunicará con la policía y el niño será puesto bajo custodia de la policía. El personal de la biblioteca no puede proporcionar transporte para ningún niño que quede después de la hora del cierre.

Social Networking

Policy #2018-11

 

 

I. Introduction

 

 

The Neuse Regional Library offers social networking services as a means to engage library users in direct online discussions with library staff concerning library programs, books and other library materials, and library services.  The Neuse Regional Library Board has adopted the following policy to ensure that the library’s social networking services remain a pleasant and safe experience for all users.

 

 

II. Rules Governing Use

 

 

A. All users who participate in library social networking content must be age 13 or over.

 

B. Content and comments posted by users other than library staff do not reflect the views of the Neuse Regional Library.  Official library announcements are posted on the library’s website at https://www.neuselibrary.org.

 

C. Inappropriate material will be removed as soon as possible by library staff.  The Library assumes no liability regarding any statement or interaction outside of those directly attributable to library staff.

 

D. All users who participate in library social networking content agree to comply with all library policies.

 

E. The appearance of external links or advertisements on social networking sites the library participates in does not constitute endorsement by the Neuse Regional Library.

 

F. Neuse Regional Library staff members reserve the right to review and modify all social networking content, including user comments.  Comments or images posted to library content should not include any of the following:

 

  • Personal attacks or threatening language

  • Spam, including any attempt to solicit information, sell products or services, or redirect users to another site

  • Off-topic content

  • Private or confidential information

  • Offensive material which includes but is not limited to profanity; abusive or derogatory language; and graphic, obscene, discriminatory, or illicit content including comments that would suggest or encourage illegal activity

  • Material that violates copyright law

  • Organized political activity

G. Failure to comply with this policy will result in temporary or permanent loss of the ability to interact with the library’s social networking media, potential loss of library privileges, and possible prosecution.

Tobacco Use

POLICY #2018-07

 

I.  Introduction

 

The Neuse Regional Library Board has adopted the following Tobacco Usage Policy acknowledging its responsibility to provide a safe and healthy environment for all patrons and staff.  In accordance with this mission, the Library’s headquarters in Kinston as well as all branches throughout Lenoir, Greene, and Jones Counties shall be tobacco free facilities.

 

II.  Rules Governing Use

 

A. No patron or staff member is permitted to use any tobacco product within any Neuse Regional Library facility.

 

B. No patron or staff member is permitted to use any tobacco product on Library property including but not limited to entrances, covered walkways, and parking lots, with the exception of the Greene County Public Library.  Tobacco usage at this library is prohibited in the Library itself and in the areas immediately adjacent to the Library’s section of the Greene County Office Building.

 

C. The term “tobacco” includes, but is not limited to cigarettes, cigars, chewing tobacco, snuff, and smoking pipes. E-cigarettes and other electronic nicotine inhalation devices are subject to the same restrictions as described in this policy.

 

D. Enforcement of the Tobacco Usage Policy is the responsibility of all Neuse Regional Library staff.  In the event that proper staff intervention does not succeed and on-site security is not present, the appropriate law enforcement or public safety agency will be contacted.

 

E. The first violation of this policy will result in a verbal warning by library staff or on-site security.  Any further infraction will result in the offender being asked to leave the premises. Repeated violations of this policy may result in the offender being temporarily or permanently banned from the Library.
